    “The community college is devoted first and foremost to teaching and learning.” (Vaughan, 2000, pg. 7)  It is because of this focus that I selected the library of a small community college in southeastern Idaho, Eastern Idaho Technical College (EITC), for the assignment of identifying and describing online resources. (Miller, 2004)  The school and the school’s library are both small by Arizona community college standards from a facilities and from a collection standpoint, so there is an opportunity for real benefits to be gleaned from augmenting their catalog to include World Wide Web (WWW) resources.  From my previous experience with online information retrieval, there seems to be significantly more information of value to the secondary and immediately post-secondary student as compared with much younger students or academics engaged in rigorous research.  A small community college library that is primarily focused on student education is ideal for including cataloged WWW resources.

    To pick the broad subject area, EITC’s course offerings were examined.  One of their major fields of study is computer technology emphasizing web programming.  A large portion of the students will have an interest in the Internet both from a historical-social prospective and an engineering-programming prospective.  It is with this in mind that I selected resources that would be useful in teaching a freshman or sophomore college student about the Internet and Internet technologies.

    Of the many challenges involved in this assignment, three issues continuously reoccurred:  permanence, quality, and consistency.   The concern of permanence, or rather the question of whether or not the resource would be available when needed, is one of the fundamental problems of WWW resource development.  In building a traditional collection of physical materials, it is a given that (barring theft or damage) when a resource is secured, it will remain available as part of the collection.  But because of the nature of the web, even resources from ostensibly reliable origins can disappear or change significantly at any time.  Automated link checking technology exists but is not a comprehensive solution to changes in web page content.  Coleman (2004, pg.70) proposes a simple but effective test in the Resource Selection Checklist, “Are you able to access the URL at least twice in two different weeks and did it function relatively well both time?”  This mitigates the issue of permanence, although it still must be identified as a concern.

    Quality is a priority for both digital and non-digital resources.  Traditionally print materials go through additional screening processes (editors, peers, publisher) that web sites do not (although there are certainly exceptions on both sides).  This makes it even more important to critically screen web resources as a librarian.  Kapoun (1998) suggests specific tests in the areas of accuracy, authority, objectivity, currency and coverage.  But Coleman’s Checklist (2004, pg. 70) is faster and easier to use (although requiring a bit more subjective work by the evaluator).  Sifting the wheat from the chaff is a major obstacle for including WWW resources in an academic library catalog, but one that librarians are uniquely suited to address.

    Finally, the idea of consistency is frustrated by the lack of authority control on the Internet.  This is an area where the cataloging librarian can really make a difference.  The Dublin Core (DC) metadata standard does not require a controlled vocabulary for the Subject element, but it does recommend it.  Using a controlled vocabulary like the Library of Congress Subject List for the Subject element is a way to provide more consistency and make it more likely that resources can be located when needed.  A controlled vocabulary is a way to limit the terms that can be used to categorize information so that catalogers and information retrievers use the same words when identifying concepts.  There is still a certain amount of subjectivity involved in selecting the terms from the list—metadata creation is art as well as science, one that experience and training are likely to improve.  The other controlled vocabularies in DC (supplemented) include the elements Type, Format, Audience, Interactivity Type, Interactivity Level and Typical Learning Time, but these are drawn from much shorter and more specific lists of terms.

Crosswalk
    A crosswalk is a conversion between metadata standards.  “It is important to remember that the conversion process, via crosswalk, from one schema to another lacks precision.  Few metadata crosswalks provide round-trip conversion with no loss of data.”  (Taylor, 2004, ppg. 154-155)  The following is a DC to MARC crosswalk with the level of partial qualification suggested by Coleman (2004):
